18,000 is a lot of money for a non-running car - can't tell. And is that Canadian or US dollars? Nice looking project. For that money, a nice C6 Corvette 6-speed is available.

the car runs and drives the owner has put a few test miles on her to a couple of shows the price is CDN dollars so about 15,500 USD I have talked to the owner a few times and if it ever warms up here ill go look at the car. I know Crown cars pretty well, ive had my Crown V8 vair for 6 years and put close to 8,000 miles on her I think the big issue is weather or not the car can be imported into the USA that's something you need to really do your homework on Ken

The car was built in North America, and is over 23 years old.
There should not be a problem.

Maybe the thinner '67-69 seats would give a little more legroom. Nice looking car, only thing I'd change would be the seats for legroom, and at some point make the engine cover look nicer, but the fact that it is sealed well might limit those mods.
