3/16 line is probably the most difficult to double flare. I just did my conversion. I did a slight 45 degree bevel on the double flare edge after using the pipe cutter and that seemed to help.

All the instructions I have read for doing double flares states to chamfer the outside edge with a file after you cut it to length. Your bevel is exactly what you should do.

I've also found it beneficial after the chamfer to wipe a light coat of oil on the die. As well as the cone of the flaring tool used to perform the second step in a double flare.

In a pinch, I have used the "first step" of a double flare to make a bubble flare.

I would also suggest blowing out your lines with air and brake cleaner fluid to make sure that there are no metal filings left in the line. Also don't forget to put your fitting on first. GGG
