Not sure what kind of opinions you want... My unfiltered reaction is that I would strip that down and remove/repair all that rust. It doesn't stop on its own; it will just keep growing and eating your car. Even if you aren't planning to repaint the car, it would be worth it to at least repair the rust and blend the paint back in.

I agree with bbakerga.
Get in there and KILL that rust.
Even if you have to drive around with some primer spots on your car for a while.
I have always thought that primer spots look better than rust spots and bubbles.
A primer spotted vehicle looks like someone cares about their car, whereas rust spots give the exact opposite impression, apathy and disregard for your personal possessions.
Just my $.02.
