Was cleaning up some logs today and found this, its not in my GM parts book, seems to be a 140 long log, Any help?

January 21 1964 casting date? Pre-production run 140 for testing perhaps?

The one I just checked was 3856741 - So I guess the 741 never made it into the mold.
