Intersting find

I'm in the process of preping my '64 Monza 'vert for paint, yesterday I removed the front cowl at the base of the windshield and started to strip the paint from it. Under the red paint I found blue? I've stripped the trunk and engine lid so far and I found red under the red paint which is what i would ecpect to find, the body tag indicates Palomar Red, the current color of the car is some thing close to Palomar Red, is the front cowl an area prone to rust?

It would be safe to say somebody may have replaced it because of some sort of dammage.I personally never seen one rust through there.
