Trunk Frunk Restoration question

My car is pretty much rust-free (in the classic car sense), but a previous owner had a master cylinder leak brake fluid which removed paint and allowed some ugly surface rust. it leaked pretty far. I'm cleaning that up prior to repainting.
Question: Did the factory apply some sort of tar-like coating in the front of the trunk between the headlights and down to the first seam?
The stuff there on my '64 is like undercoating. I'm wondering if this stuff is factory or applied later because the original owner had some mighty stout undercoating applied to this car. Why apply it behind the front panel on the inside?

The factory only used seam sealer on the seams as needed, then painted it. Problem is that the trunk paint used isn't noted to be very moisture resistant. Anything else you find was applied aftermarket.
