Off Air Idle bleed plug/screw & general cleaning question

I was about to place the top cover Primary into a gal of carb cleaning solution, but I noticed what looked like a black sleeve of plastic inside the Off Air Idle bleed. See pic below, lower left.

Holt says this type of plug can be removed with a hook device, but I am uncertain how.

If this is plastic, is it OK for a few hours in the carb dip.

Also, do all the needles and thin walled aluminum products go into the dip like floats?

Correction, that OIA bleed is in the lower half, or bowl end.

That is a part of the smog system and it is ok to leave it in. Just keep your finger over it when you blow the carb off because they can come flying out.

Brass top with a hollow black plastic sleeve on top.

I tried pulling it out but it seems wedded to the brass threaded insert.

I soaked it for a few hours and the black sleeve (plastic or metal) was OK. I got it incorrect. It's a brass bleed disc placed inside a black plastic or metal sleeve. I don't think there are any threads in there.

The brass disc loosed up with the soaking and air.
