I didn't know they used water. It was gushing out. Got some in midair in the pictures.

Ive seen that in Farm Tractors, but not usually cars. Then again, the tire may have sat with a bead off and it got filled with rain and then re-pressurized to roll.

My Corvair only tends to leak water after a long stint of cold air coming out of the dash.
