It has a patent number so I looked that up.

Looks like it's designed to make a precise diagonal cut in whatever is going through the rollers.

Except that there's no room for the chain, it resembles the jig used to sharpen chain-saw chains.

This would be for sharpening hand saws or perhaps band saw blades. A triangular file is used.
