Why is there a difference between the front brake backing plates for the 60-63 and for 1964?

64 has different design where the backing plate fits into a grove in the drum. this prevents water from getting in and improves wet breaking.

Unfortunately my LM knowledge is laking, someone will chime in.

I have experienced the issue they were trying to solve on my 62 wagon. In my case it seemed to happen after a long drive in heavy rain on the highway. Coming up the offramp the breaks were bad but must heat up enough to burn off the water and improved quickly. If I had needed to make a shorter stop I would have been in trouble.
