Valve lifter problem?

A friend of mine asked me to post this. A year ago, he had another party rebuild his 1966 180 hp motor. The builder did use new Clark's valve lifters. His car
has been running fine for the past year. Now, when he turns his vehicle off and restarts it within the hour, he is getting valve lifter noise which does fade out within several minutes. His oil level at time of shutdown is slightly down by about half a quart, but when he checks it the next morning, it is back up where it should be. A valve adjustment was attempted plus and minus 1/8 turn with no corrective results. Unsure of what would cause this problem after a year of perfect performance. All opinions are appreciated.....

Does this syndrome happen to follow a change in type/weight of oil?
I've noticed mine are more inclined to do this when I run full synthetic.
