1964 Corvair wont fire up.

Here are the items known about the vehicle and tested.

engine was supposedly rebuilt 2 years ago
vehicle has sat for almost a year (possibly more)
drained and cleaned fuel tank
added fresh fuel
checked all fuel lines for leaks none found
new spark plugs gaped at .35
new spark plug wires
new cap and rotor
electronic ignition conversion
checked firing order is correct
checked all spark for each cylinder perfect
getting fuel at carbs and working good
poured fuel and tried starting fluid at carbs still wont fire up
compression is at all equal around 170 on all cylinders
new battery
rotated engine by hand to check distributor rotation and timing everything looks correct. Any help with this mystery would be greatly appreciated.

Everything seems to be with in range for the engine to fire up everything i have tried is not helping still the same thing every time.

Do you have secondary ignition (spark at the plugs)? If NO, do you have 12 volts at the + side of the coil with key on? What kind of electronic ignition?

If the plugs are firing, you have the distributor out of time. (180 degrees)

pulled distributor and reset nothing again still have all spark to cylinders still wont fire up not even a sputter

Do the ole' Finger in plug hole...when #1 blows it out you will know TDC #1 for SURE

Had one last year that one of the keyways or crankgear was 90 out! Same scenario!

checked the crank pulley the marks are set properly verified lined up on compression stroke tdc on #1.

You do know the Distributor Rotation is Clockwise?

And crankshaft rotation is CCW at pulley end

After running further tests i found out that spark is not going to the plugs all the time. new wires cap rotor and plugs spark is good all the way to the plug but the plug is not firing. tried several ground locations it will spark when the key first goes on but during rotation nothing happens. checked with a spark tester through the system and spark is good all the way to the plug itself. New plugs are NGK Copper Core Plug Number 3722 Spark Plug. Should I use a different plug? or possible igniter issue?

Maybe it's just the angle of the picture, but your rotor looks like it's missing the contacts. No contacts = spark from coil wire can't get to the plugs.

Just as a refresh new cap, rotor, wires, and plugs, getting spark from the coil getting spark at the cap on all points getting spark through the wires but the plugs are not sparking. very weird situation tried multiple ground locations the plugs should have spark but do not fire.

Did you put an extra spark plug into one of the removed plug wires, ground the body of the plug and crank the motor. That will tell you if there is ANY ignition issue. (Timing still counts) IF the spark goes across the tip of the plug, look elsewhere.

no spark across the tip of the plug but i am getting spark from the distributor through the wires that is confirmed with a spark tester.

Have you tried another coil or did I miss that? A weak spark will be even weaker under compression.
Use a spark plug as mentioned. Open the gap a little to compensate for compression.
