Anyone know the difference between the '61-'63 A/C and '64 mount?

It is in the placement of the stud. If you have a 64 mount, you can use it in place of the 1962-1963 AC mount. They are so close, that it is difficult to tell the difference once it is mounted on the car.

Which one gives more room?

Got the official word from Clark's. The '64 mount pattern to the body is flipped from the earlier EMs. The 2 bolt holes are offset from center to the bottom on earliers and offset toward the top on '64.
Now we have another way to adjust the camber in the rear assuming they didn't also change to overall dimensions of the mount to keep it in the same location.
