I believe those are part of a missing A.I.R. system.
They should be plugged if not in use.

Smog diverter valves go there but no smog till 1966.

Obviously a 1966 and later smog four leg was used.

I think those holes has something to do with the A.I.R. (Smog) system.
I could be wrong, but that is my educated guess.

Gm called those valves mixture control valves. Under high manifold vacuum (small fitting on the side hooked to the balance tube) clean air from the air cleaner (big fitting on the bottom) would be sent to a 2nd fitting on the carb pad of the head (On a 2 carb engine there was a balance tube type fitting pointing front and back. On a 140 the right side went into the balance tube because of the AIR pump was in the way). This was done with the medium sized fitting out the side. The 2nd design system (late '67 thru '9) used a diverter valve to send the pump air in a circle under high manifold vacuum.
